that really suck, It happened to me to so I created a backup of the game and a *.rar file. after a patch I create a new backup so if anything goes wrong my downtime is about 10 min to restore the game and many need the latest patch..
It sound to me the when you reset the computer it corrupted some of the base files so the game wants to reintall to get the correct version.
Thats really back luck.

If you not start the Launcher as admin or you change the Game files then somtimes the launcher redownload the game
