I've searched Spring Valley, found nothing there..

As far as i know Airdrops wont spawn on the ground, u can only find those from itemboxes and Superzombies...

Low chance for airdrop smokes in the itemboxes and by killing super zombies
The better chance is just to farm random airdrops that are on some public servers
Or try going for a premium server cuz there are 2 random airdrops from time to time spawning

As Karti said , farm itemboxes / SZ ( sz airdrop rate is rly low its better to farm item boxes just buy ur own server and farm then reset server and farm again 
) or go pvp/premium servers there are airdrops spawning every 30 minutes

Public colorado, public clearview and public frosty ( clearview and frosty are small pvp maps ) got a RANDOM airdrop each 30 minutes between next one
On a premium servers you got ; caliwood and colorado, there also, airdrops spawns on random places each 30 minutes, but there are 2 airdrops on premium servers, not 1 like on public
And about farming super zombies i would suggest you to go farm the stadium over the caliwood map
Abd itemboxes - go try stadium or "crossroads" over the caliwood map, or go to colorado v2 and loot the pd in the frosty pines
